Construction Manager at Risk (CMAR)
Jasper County through its Engineering Department will utilize the Construction Manager at Risk (CMAR) project delivery method for the design and construction phases for its proposed Secondary Roads yard on Liberty Avenue. The CMAR process will be implemented per Iowa Code Chapter 26A. This is a two-step process. First, a short list of firms will be selected based upon experience with projects of similar size and scope in either the public or private sector, past performance, safety record, proposed personnel, and proposed methodology. Then select firms will be asked to demonstrate their grasp of the project scope and submit proposed fees for pre-construction and construction services. Lastly, the successful firm will enter a contract with the County, and that contract once executed and approved by the board of supervisors will lead to the establishment of a Guaranteed Maximum Price (GMP) for the project.
