The only change in this amendment is the effective date of licensing requirements for on-site wastewater installers is postponed from February 1, 2010 to February 1, 2011 in Section 4. The reason for postponing this requirement is the lack of availability for training and testing for the National Environmental Health Association’s (NEHA) Certified Installer of Onsite Wastewater Treatment Systems (CIOWTS) test.
