Treasurer

The County Treasurer is elected every four years at a general election and serves as the county finance officer. 

The Treasurer is responsible for collection of taxes and other fees for state, county, city, school districts, community colleges, and other taxing bodies such as townships, fire districts, and drainage districts.

Collects and accounts for all funds coming into the county from the various departments. 

The County Treasurer's Office is responsible for all motor vehicle transactions.

Jasper County Treasurer also issues drivers license and CDL'S.

Duties:

  • Preparing and mailing annual tax statements Property Tax Collections 
  • Tax apportionment to all taxing bodies Investment of County funds 
  • Balance financial records 
  • Issue drivers license and CDL's

Motor Vehicle

The State of Iowa Department of Transportation directs the County Treasurer as their agent to process motor vehicle transactions and collect appropriate fees according to the Code of Iowa. These include, but are not limited to:

  • Transfer of Ownership (title transfers) 

  • Registration fees (license/plate validation fees), as well as registration refunds, all types of vehicles cars, trucks, trailers and semi-trailers must pay an annual license fee 

  • Specialty plates issuance 

  • Duplicate titles, registrations and plates *Notation and cancellation of security interests (liens) 

  • Storage of vehicles and Junking Certificate issuance

 Financial

All money is prudently invested and totally insured and protected as required by the Code of Iowa. The Guidelines used are safety, liquidity, and maximum return for the public investment. These investments come from property taxes, state and federal money, motor vehicle fees and other miscellaneous fees collected through other county offices. 

Property Tax 

Each year the Iowa Dept of Management certifies property tax levies, from the taxing bodies, to the County Auditor. These levies are applied to the taxable property values assessed by the Assessor to establish the annual tax amount to be collected by the Treasurer. The first half due by Sept. 30th and the second half due by Mar. 31st of the following year. The Treasurer prepares and mails a tax statement. Delinquent statements are mailed after Feb. 15th and by May 1st of each year.

 Delinquent taxes are published in June and subject to the annual June Tax Sale. If the taxes are not purchased after two publications a tax sale certificate is issued to the County. If taxes are not redeemed within a given period of time the certificate holder may be given deed to the Property.

Claims for Iowa Disabled and Senior Citizens Property Tax and Mobile Home Tax Credits are filed with the Treasurer's Office by June 1 of each year. The State of Iowa then reimburses these credits to the Treasurer along with the homestead, agricultural land, machinery and computer equipment, family farm and military credits, which are applied for through the Assessor's office. The County Treasurer's Office collects property taxes for all taxing bodies. All taxes collected are apportioned and distributed each month to the taxing bodies.
